Working with OEM’s or an ISP is naturally governed by the contractual agreement and the long term relational goals of the companies.  Here at O2O Wind we share the O&M Balance Scorecard (BSC) as a tool or a “dashboard” of performance measures that you as an owner can use to assess your O&M company and work towards aligning them with the goals or strategic vision of your company.

The balanced scorecard is a strategic planning and management system that is used extensively in business and industry, government, and non-profit organizations worldwide to align business activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals.

It was originated by Drs. Robert Kaplan (Harvard Business School) and David Norton as a performance measurement framework that added strategic non-financial performance measures to traditional financial metrics to give managers and executives a more ‘balanced’ view of organizational performance.

The BSC is designed to ensure that some of the metrics not reflected in your contract or agreement and as such are valued by your company are reflected within the dashboard. Taking a more focused approach to the manner is which performance is evaluated will always be illuminating.  Therefore, the BSC shared here on O2O Wind was designed to be a “live” document, in this changing the focus on a strategic area allows you as the owner to show your provider what matters to you during the next quarter, half year or full year.

One aspect of the BSC is that is facilitates open discussion with facts backing.  As you team scores each aspect, (note each subsection ranking % can be adjusted as needed) they are encouraged to insert the reason behind the score given.  In this when meetings are had with the OEM or O&M provider rather than focusing on one metric such as availability the owner can now demonstrate the what and the why behind a specific score.

Managing one wind park or a portfolio of parks the BSC provided O&M teams a tool for managing the OEM but also for providing a dashboard on the performance of the parks and the performance of the OEM/ISP/O&M team.  BSC have shown to be effective in driving long term change and improving overall performance.  When each KPI in the BSC is analysed an informed owner can start to assess where there is a deficiency in the OEM/ISP or O&M team be it process, training or human error.  Once  identified this allows the management team to address and rectify.
